HIRING SALARY: $40,000.00 annually
SECTION: Workforce Development/DOC-Vocational Training
HOURS: 8 A.M. - 5 P.M., Monday - Friday

MAJOR FUNCTION: The Program Specialist position is a grant-funded
position by the Florida Department of Correction (DOC) is housed
within the division of Workforce Development. The position reports
to the Direct Inmate Services Manager and is responsible for the
planning, developing, organizing and the implementation of the
Continuing Workforce Education Programs in the Correctional
Institutions. Primary duties will include:
Plans, develops, organizes, and implements instructional workforce
courses, programs, and career pathways. Monitor certificate
programs, industry certifications, and apprenticeship programs that
meet recognized vocational, industry and organization standards
also provide Continuing Workforce Education (CWE) support such as
inputting and maintaining student information in Workday or other
repositories.
The Program Specialist assists Case Management Specialist and
Success Coach with navigating and completing various college
processes such as college application and registration and
financial aid. Interact with the TCC Divisions and Departments,
external to the Division of Workforce Development such as Student
Affairs for issues related to enrollment services/registrar,
Accessibility and Resource Center (ARC), and the Office of Student
Conduct, Financial Aid, Veterans Affairs, in order to expedite
student admissions, enrollment and registration with a goal of
increasing retention. Assists with the tracking, reporting, and
maintaining student attendance. Track and maintain student industry
certifications internally and with certifying organizations. Ensure
instructors are certified in areas of instruction.
The Program Specialist ensures instructors maintain course files
and that instructors enter student industry earned certifications.
This includes maintaining student course records (paper and
electronically) for historical or future audit purposes. Developing
operating procedures that improve overall efficiency.
Assists in the external and internal marketing of the TCC and the
Vocational DOC Project offerings by participating in community
recruitment events. Assists in hiring, supervising, and evaluating
assigned staff such as OPS instructors and clerical staff. Serves
as the backup to the Direct Inmate Services Manager. Assists
program manager with budget development, program and revenue
objectives, and community engagement. Perform other duties as
assigned.
MINIMUM TRAINING/EXPERIENCE: Requires a bachelor's degree with a
minimum of 15 credit hours in a social services discipline such as
social work, psychology, counseling, human services, or a related
field and one year of related experience. Preference will be given
for experience in Case Management regarding the needs of adult
offenders re-entering society successfully is highly desired.
Candidate must be able to work in non-traditional educational - a
state correctional institution. Candidate must be able to pass a
DOC background check, which includes fingerprinting. Additionally,
the candidate must successfully pass a Tuberculosis (TB) screening.
Prefer former teaching experience and a current State of Florida
Teacher's Certificate from a Florida School District, or a Florida
Department of Corrections (DOC) Vocational Certificate, and attain
or be able to attain a NCCER Instructor Certification and OSHA 10
1926 Card.
SUCCESSFUL APPLICANTS WILL DEMONSTRATE THE FOLLOWING: Knowledge of

etiquette. Excellent human relationship skills. Attention to
details skills. Effective customer service skills. Effective time
management skills. Critical thinking and problem-solving skills.
Demonstrated basic business writing formats and protocol skills
(i.e. letters, memorandums). Strong skills and experience in using
Microsoft Office, Excel, PowerPoint and other computer programs.
Strong interpersonal skills to create solid working relationships
with all staff and stakeholders. Excellent written/oral
communication skills (writing /editing, phone follow-up) with the
use of proper written and verbal English grammar, vocabulary, and
spelling. Ability to speak clearly and distinctly. Ability to
navigate the college ERP systems (Workday). Ability to handle and
protect confidential data with integrity. Ability to interact with
other project staff and DOC staff appropriately. Ability to utilize
problem-solving techniques. Ability to keep accurate & thorough
records. Ability to access transportation. Ability to organize
large amounts of information. Effective time management skills.
Ability to Demonstrates energy, organization, and professional
demeanor. Ability to use basic office equipment including, but not
limited to: Desktop Computer, Printer, Telephone, Photocopier, Fax
Machine, Scanner, and Calculator. Organization of workspace/office.
Ability to file, organize, and retrieve of computerized and paper
records. Ability to plan and execute routine office duties. Ability
to manage confidential information and tasks. Ability to use and
adapt technologies, including online databases. Ability to follow
written and oral instructions. Ability to take initiative with
assignments to help improve the quality of office procedures.
Ability to work independently with limited supervision. Ability to
perform routine office duties including filing, copying, preparing
mailings, and departmental requests as needed. Ability to
coordinate and manage multiple tasks concurrently. Ability to
interact effectively with multiple levels of the public. Ability to
function under pressure, meets deadlines, handle multiple requests,
and provide detailed follow-through on various tasks. Ability to
solve problems and make procedures more effective. Ability to
exercise good judgment, discretion, and confidentiality. Ability to
work in a diverse, multicultural environment with teams of staff
across multiple organizations.
Preference is given to veterans and spouses who are eligible under
