Job Description:

The Director of Human Resources provides leadership and works in partnership with other divisions and work units within the Department to promote managerial and workforce excellence while fostering an understanding and observance of regulatory requirements, and recruiting, developing and protecting the agency's most valuable resource - its employees.-- Additionally, this position supports the creation of a positive work environment and actively participates in the recognition of our employees.The Director of Human Resources is a leadership position that regularly liaises with executive management and senior management and reports directly to the Finance and Administration Director.-- This position is responsible for providing leadership and oversees all operations and strategic planning of the Office of Human Resources. This position leads and develops business planning, policy development and strategy to support the Department in achieving its goals, enhance daily operations, and create and implement process improvements in support of the Office, Division and the Department as a whole.-- This position directly manages operational functions including: Classification and Compensation, Time and Attendance, Benefits Administration, Retirement Coordination, Onboarding/Offboarding Operations, Workers Compensation, Reemployment, Performance Management, Employee/Employer Relations, ADA Accommodations, Employee Assistance Program (EAP), Recruitment Operations and Records Management.Pay Range:$75,000 - $85,000Organization Background:The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS' Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida's state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state's workforce. Explore upcoming events and activities in Tallahassee: www.visittallahassee.com.--Position Responsibilities:Specific responsibilities of the Director of Human Resources include, but are not limited to, the following:Fosters a work environment that emphasizes teamwork, high performance, customer service, and continuous improvement.Strategically leads and supports the Office, Division and the Department with regard to daily operational functions related to human resources.Oversees talent recruitment and retention.Actively coordinates the recognition of employees, including creation and implementation of employee recognition policies and activities.Actively coordinates the professional development of employees, including creation and implementation of organizational and employee training programs.Creates and disseminates department-wide communications on all items related to employee performance, safety, training opportunities, wellness, health, and benefits.Leads the team to consistently identify and implement process improvements, including use of technology.Evaluates and advises DMS' leadership regarding human resource issues impacting the agency.Identifies, recognizes, and anticipates issues and risks, gathers appropriate information and proactively resolves issues, build consensus among pertinent stakeholders, and escalates issues as appropriate.Provides administrative direction to managers, supervisors and employees of personnel rules and policy-making interpretations.Serves as the Department's Equal Employment Opportunity (EEO) Coordinator, Employee Assistance Program (EAP) Coordinator and American's with Disabilities Act (ADA) Coordinator.Directs the development and completion of the Agency's employee evaluation system, annually.Assists employees with pay-related and insurance deduction-related issues.Develops required annual reports and compiles appropriate information to support data.Researches and provides a variety of data, reports and responses to information requests for executive management and senior management.Oversees the development and implementation of Department policies and procedures, creating efficiencies and advancement of agency goals.Informs internal and external stakeholders of federal and state law, personnel rules and policy-making interpretations.Effectively communicates and exhibits the agency's mission, goals, and values to internal and external customers.Researches and provides information and assistance to the General Counsel's Office and the Inspector General's Office.Communicates complex and technical information.---Develops, manages, and mentors an effective and highly motivated team.Supervises a staff of human resource and professional development professionals and those providing administrative support in all areas of human resource management to managers and employees of the Department.Candidate Profile Experience:The Director of Human Resources should posses the following qualifications.Seven years' experience managing human resource management or personnel administration.Five years leadership experience.Experience interpreting federal and state laws, rules and regulations relating to personnel program functions.Experience in policy development and policy-making interpretations.--Education:A bachelor's degree or equivalent experience is required.Reporting Relationships:The Director of Human Resources reports to the Director of Finance and Administration.
