Director, St. Andrew & St. Joseph Bays Estuary Program The
Florida State University Panama City Campus invites applications
for the Director of the St. Andrew & St. Joseph Bays Estuary
Program. The Director is responsible for the success of the Estuary
Program, and will oversee all aspects of the program under the
guidance of the Policy Board and Management Council.
The St. Andrew & St. Joseph Bays Estuary Program (SASJBEP) is an
initiative modeled on the National Estuary Program. The program is
a locally-driven, non-regulatory effort to identify and solve
issues facing our bays and watershed, based on objective,
scientific information. The program provides stakeholders with a
permanent forum for reviewing information, agreeing on issues, and
collaborating to develop action plans, solutions, and funding to

Responsibilities The Director is responsible for the success of the
Estuary Program, and will oversee the operations, financial
administration, staffing, outreach initiatives, development, and
grant writing for the St. Andrew & St. Joseph Bays Estuary
The responsibilities of this position include ensuring an efficient
and fiscally responsible operation of the Program under the
guidance of the Policy Board and Management Council, preparing the
program's financial strategy and developing sustainable funding
sources from governmental and private sources in cooperation with
the Policy Board, Management Council, and Development and Finance
The Director will hire and supervise the program staff, oversee
consultants and managers of technical projects, oversee the
development, implementation, and update of the Comprehensive
Conservation and Management Plan (CCMP) by directing office
activities and the engagement of the Policy Board and Management
The Director will elevate and maintain the position of the St.
Andrew & St. Joseph Bays Estuary Program at the local, state, and
national level to further increase the commitment to, and the
investment in, management and restoration activities in the
watershed. The Director will act as the primary administrator and
principal spokesperson for the Policy Board and Management Council
and the overall Estuary Program, and coordinate public outreach and
educational programs. Qualifications Bachelor's degree and six
years of experience related to the responsibilities of the
position; or a high school diploma or equivalency and ten years of
experience related to the responsibilities of this position.
(Note: or a combination of post high school education and
experience equal to ten years in same.)
Estuarine and Water Management - knowledge of estuarine and
watershed ecology, water quality and hydrologic issues, planning
and familiarity with the study areas.
Project Management - principles and practices of effective project
management and reporting, organizational structures,
administration, budgets, fiscal accountability, grants application
processes and requirements, contract development and
administration, data management systems, and geographic information
systems, related state and federal regulatory programs, goals, and
expectations of Estuary Programs.
Knowledge of and the ability to apply the principles and practices
of strategic management to align tasks and people with
organizational goals and objectives.
Knowledge of public relations practices.
Knowledge of the concepts, principles, and practices of accounting,
budgeting, and cost control procedures.
Knowledge of the concepts, principles, and practices of

The ability to communicate effectively and in writing.
The ability to evaluate process effectiveness and develop change or
alternatives. Preferred Master's degree in biology, environmental
sciences, environmental engineering, urban and regional planning,
policy analysis, public administration, or a related field.
Eight years of experience related to the responsibilities of the

full-time position with benefits, and an anticipated salary of
$75,000 - 95,000 annually. Pay Plan This is an A&P
(Administrative and Professional) position. Soft Money Funded
Position This position is time-limited based on soft money funding,
with renewal contingent upon available funds and the needs of the
