Procurement Services, a department within the Finance and
Administration Division, seeks applications for the position of
Program Director, Contract Administration. The successful candidate
must possess the ability to communicate effectively with
management, ability to act in a self-confident manner, ability to
produce a high degree of accuracy in work, ability to exercise
sound judgment and discretion in handling confidential information,
demonstrated ability to work on concurrent tasks in a fast-paced
environment while effectively prioritizing and coordinating work
assignments, and willingness and ability to establish and maintain
effective and cordial working relationships at all organizational
levels. This position will be an integral part of the procurement
services organization and will be expected to fully support the
department's mission and functions.
This position will be responsible for leading the development,
implementation and execution of the strategy for Florida State
University's (FSU) Contract Administration Program. This position
will be responsible for the Contract Administration Program within
Procurement Services and will serve as the main point of contact
for contract administration while maintaining integrity and
accuracy of contract records and files and ensuring contract
compliance relevant to University, state, and federal
Reviews/drafts contracts, amendments and notifications in
preparation for legal sufficiency, reviewing and amending as
appropriate to protect the University from liability and risk.
Works with supplier and FSU Procurement Services staff to ensure
contract terms are compliant with required State and University
statute, regulation and policy.
Leads contract reviews with Procurement staff to understand
contract details related to what was negotiated and agreed upon.
Manages the contract file review process with University department
contract managers to ensure compliance with applicable University
policy and regulation as well as Florida Statute.
Develops and conducts training on contract management and
administration for both internal and external customers.
Develops documentation of contract manual and contract policies and
Oversees the contract database and associated files, using the
database to assist users tracking contract life cycle milestones
(i.e. renewals, amendments, expirations and early termination) and
Maintains the contract compliance module within Jaggaer (known as
SpearMart), which includes uploading contracts, setting up
parameters, tracking of contract deliverables, overseeing the
contract database and associated files for documentation and
archiving contract documents.
Works with suppliers to identify and make contract changes to terms
and conditions, mitigates risk and ensure successful contract
execution. Identifies and resolves key supplier contract issues to
ensure customer satisfaction which includes working with other
Procurement staff and Legal.
Keeps abreast of issues and changes in the procurement field by
attending professional meetings, participating in procurement
related organizations. Develops skills by participating in
activities such as taking business seminars and classes. Maintains
a working knowledge of applicable federal, state and local laws and
regulations as well as internal policies (e.g. code of ethics) or
procedures to ensure behavior exhibited represents the highest
level of integrity, honesty, and transparency.
Supports the University's Small, Minority, Veteran and Women Owned
Business Enterprise (SMV/WBE) program.
Collaborates effectively across different organizational levels,
functions, businesses, and geographies to realize procurement goals
and objectives. Supports Procurement Management in the attainment
of organizational goals and furtherance of the FSU mission.
Bachelor's degree and six years' experience related to
administrative services or a combination of post high school
education and experience equal to ten years. Note: Higher education
may substitute for experience at the equivalent rate.

institution. Proficiency in the use of various computerized systems
and software applications used in FSU Procurement. Ability to
develop a thorough understanding of Procurement in the FSU System
and a demonstrated ability to effectively use the system.
Proficient in the application of PeopleSoft Financials (Oracle),
Jaggaer Total Contract Manager, electronic Sourcing and RFX
Experience with modifying and negotiating terms and conditions
associated with contracts for equipment and services.
Nationally recognized professional procurement certification such
as CPM, CPSM, CPPB or CPPO or Facilities Maintenance Manager
certification such as CMM.

Anticipated Salary Range
The annual salary range is $65,000 to $70,000. Actual salary will
be commensurate with qualifications and experience.
This is an A&P (Administrative and Professional) position.
