    Responsibilities

    Procurement Services, a department within the Finance and Administration Division, seeks applications for the position of Program Director, Contract Administration. The successful candidate must possess the ability to communicate effectively with management, ability to act in a self-confident manner, ability to produce a high degree of accuracy in work, ability to exercise sound judgment and discretion in handling confidential information, demonstrated ability to work on concurrent tasks in a fast-paced environment while effectively prioritizing and coordinating work assignments, and willingness and ability to establish and maintain effective and cordial working relationships at all organizational levels. This position will be an integral part of the procurement services organization and will be expected to fully support the department's mission and functions.

    This position will be responsible for leading the development, implementation and execution of the strategy for Florida State University's (FSU) Contract Administration Program. This position will be responsible for the Contract Administration Program within Procurement Services and will serve as the main point of contact for contract administration while maintaining integrity and accuracy of contract records and files and ensuring contract compliance relevant to University, state, and federal requirements.

    Reviews/drafts contracts, amendments and notifications in preparation for legal sufficiency, reviewing and amending as appropriate to protect the University from liability and risk. Works with supplier and FSU Procurement Services staff to ensure contract terms are compliant with required State and University statute, regulation and policy.

    Leads contract reviews with Procurement staff to understand contract details related to what was negotiated and agreed upon. Manages the contract file review process with University department contract managers to ensure compliance with applicable University policy and regulation as well as Florida Statute.

    Develops and conducts training on contract management and administration for both internal and external customers.

    Develops documentation of contract manual and contract policies and procedures.

    Oversees the contract database and associated files, using the database to assist users tracking contract life cycle milestones (i.e. renewals, amendments, expirations and early termination) and deliverables.

    Maintains the contract compliance module within Jaggaer (known as SpearMart), which includes uploading contracts, setting up parameters, tracking of contract deliverables, overseeing the contract database and associated files for documentation and archiving contract documents.

    Works with suppliers to identify and make contract changes to terms and conditions, mitigates risk and ensure successful contract execution. Identifies and resolves key supplier contract issues to ensure customer satisfaction which includes working with other Procurement staff and Legal.

    Keeps abreast of issues and changes in the procurement field by attending professional meetings, participating in procurement related organizations. Develops skills by participating in activities such as taking business seminars and classes. Maintains a working knowledge of applicable federal, state and local laws and regulations as well as internal policies (e.g. code of ethics) or procedures to ensure behavior exhibited represents the highest level of integrity, honesty, and transparency.

    Supports the University's Small, Minority, Veteran and Women Owned Business Enterprise (SMV/WBE) program.

    Collaborates effectively across different organizational levels, functions, businesses, and geographies to realize procurement goals and objectives. Supports Procurement Management in the attainment of organizational goals and furtherance of the FSU mission.

    Qualifications

    Bachelor's degree and six years' experience related to administrative services or a combination of post high school education and experience equal to ten years. Note: Higher education may substitute for experience at the equivalent rate.

    Strong analytical capabilities, high degree of presentation and negotiation skills.

    Understanding of large complex contracts including contract formation, understanding terms and conditions and contract execution.

    Ability to clearly articulate point of view orally and in writing; ability to grasp quickly business objectives and strategies and how service offerings support the attainment of those objectives.

    High level of commitment to customer service and teamwork using diplomacy.

    Working knowledge of financial systems used within large organizations.

    Possesses a strong customer focus, as demonstrated by flexible and enthusiastic approach to work assignments and new learning opportunities.

    Preferred

    Bachelor's degree in Contract Administration, Business, Economics, Procurement, Business Administration, Supply Chain Management, Law, or related area is preferred.

    Prefer candidates who have proven track record in analytical and prioritization skills; exceptionally strong written/verbal communication skills; proven track record of results versus commitments; demonstrated ability to work independently and produce results with minimum direction (resolve 80% of issues without escalation); the ability to exercise creative and critical thinking in evaluating situations and developing solutions; to use internal and external resources to independently develop solutions considering customer's capabilities and limitations; to facilitate stake-holder sessions to achieve consensus and collaboration; to synthesize information into succinct, concise and logical summaries and reports.

    Experience in contracting procedures in a higher education institution. Proficiency in the use of various computerized systems and software applications used in FSU Procurement. Ability to develop a thorough understanding of Procurement in the FSU System and a demonstrated ability to effectively use the system. Proficient in the application of PeopleSoft Financials (Oracle), Jaggaer Total Contract Manager, electronic Sourcing and RFX tools.

    Experience with modifying and negotiating terms and conditions associated with contracts for equipment and services.

    Nationally recognized professional procurement certification such as CPM, CPSM, CPPB or CPPO or Facilities Maintenance Manager certification such as CMM.

    Anticipated Salary Range

    The annual salary range is $65,000 to $70,000. Actual salary will be commensurate with qualifications and experience.
