The Opportunity
Overview:
This position supports the State Safety Engineer in fulfilling the Department's Safety Coordinator responsibilities as stipulated in Section 284.50(1), F.S.. This position is responsible for Occupational Safety and Health Program development, research, data collection, analysis, and communications. - This independent professional assists with managing Occupational Safety and Health and Loss Prevention Programs to ensure FDOT meets all federal and state mandates and requirements of the Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Agency (NFPA), Environmental Protection Agency (EPA), Florida Statute 284.50, and Executive Order 2000-292. -

Knowledge, Skills, and Abilities:
Knowledge of state and federal occupational safety and health regulations, rules, policies, and procedures. Knowledge of occupational safety and health practices, principles, programs, and objectives. - Skill in the use of personal computers, office software, data systems and databases, and website maintenance. -Ability to understand and apply applicable rules, regulations, policies, and procedures to administer a safety program and formulate policy and procedure. Ability to collect, evaluate, and analyze data relating to occupational safety and health standards. Ability to conduct safety investigations and inspections to identify problems and recommend corrective action. Ability to prepare reports relating to safety inspections or investigations. Ability to communicate effectively. Ability to conduct training and oral presentations. Ability to work independently. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques and make or recommend informed decisions. Ability to plan, organize, and coordinate work assignments.

Preferred Certifications:
OSHA 500 Trainer Course in Occupational Safety and Health Standards for the Construction Industry
OSHA 501 Trainer Course in Occupational Safety and Health Standards for General Industry
And/or
OSHA 510 Occupational Safety and Health Standards for the Construction Industry
OSHA 511 Occupational Safety and Health Standards for General Industry
OSHA 2455 Safety and Health Management Program

Duties and Responsibilities:


  • 40% Under the direction of the State Safety Engineer, this position performs in a highly responsible, professional manner, assisting with the management the statewide Occupational Safety and Health program, and supporting the Department's Safety Coordinator, as set forth in Section 284.50(1), Florida Statutes. Reviews FDOT procedures to ensure compliance with regulations of the Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), the Environmental Protection Agency (EPA), Section 284.50, Florida Statutes, and other federal and state agencies. Ensures procedures are in the best interest of the Department in its efforts to provide for environmentally safe working conditions and safe working practices for its employees and contractors. Manages the formulation and maintenance of policies and procedures, including the Florida Department of Transportation (FDOT) Loss Prevention Manual, which directly affect the loss prevention activities and the safety and health of all FDOT employees and contractors. Acts as a liaison between the State Safety Office, Central Office, the Districts, and other state agencies on matters concerning loss prevention policies and practices. Provides technical and procedural assistance, as necessary. Conducts Quality Assurance Reviews (QARs) of Central Office and the Districts in the area of loss prevention, as needed. Responsible for planning, coordinating, and assisting in conducting statewide meetings with District Safety and Health personnel.
  • 30% Serves as the Central Office District Safety and Health Manager. - Reviews Vehicle Crash / Incident reports and Personal Injury / Illness reports for all Central Office District employees to ensure quality control. Gathers and analyzes data to generate reports and identify trends, and implements strategies to prevent crashes, injuries, and illness. Ensures all appropriate data is entered into the Industrial Safety Information Management System (ISIMS). Plans, coordinates, and implements safety and health education, training, and activities within the Central Office District, including scheduling and assigning staff to speaking engagements, seminars, and the presentation of safety awards. Leads Quarterly Central Office District Safety Meeting. Facilitates and provides assistance to the Central Office District Workplace Safety Committee.
  • 15% Prepares, designs, develops, and implements statewide occupational safety training programs, including in the areas of CPR, first aid, work zone traffic control, loss prevention, hazardous materials handling, defensive driving, hearing conservation, and prevention of bloodborne or airborne diseases in the workplace. Assists in the preparation of materials and communications promoting increased workplace and occupational safety awareness including FDOT's website and monthly Safety Advisor publication. Confers with supervisors to promote interest in establishing safety and health methods and programs and to suggest methods of improving the overall safety of working areas. Promotes State Safety Office vision, transportation safety programs, and culture, by incorporating transportation safety programs into the Department's occupational safety and health activities. Manages the technical training and reference library of resources and ensures they are readily accessible by District and other safety personnel. Performs research to aid in the development of training and reference materials, including selecting appropriate publications, technical information, equipment catalogs, and citing relevant statutes, rules, federal regulations, and workplace and occupational safety standards.
  • 10% Prepares and analyzes statistical data for statewide program evaluation purposes and prepares summaries and reports as needed. Maintains the Industrial Safety Information Management System and access for all FDOT injuries / illnesses and vehicle crashes / incidents involving FDOT employees, utilized for program planning and monitoring program implementation. Assists in the preparation and maintenance of the Central Office Loss Prevention Plan that is required by the Loss Prevention Manual. Reviews Workers Compensation reports for comparison with FDOT records. Reviews and monitors State Fire Marshall inspection reports of FDOT facilities. Investigates job-related employee accidents and makes recommendations to establish measures to prevent reoccurrences.
  • 5% Performs other duties as assigned.
