WRMA is actively seeking a highly strategic Government Relations & Capture Manager with a proven background in business development, legislative networking, and strategic capture management specifically within the State of Florida. This pivotal role requires deep-rooted connections and extensive experience navigating the Florida legislative landscape to drive strategic business initiatives, secure key opportunities, and enhance WRMA's presence and growth in the region.

Key Responsibilities:

Develop and execute capture strategies focused on securing contracts and expanding WRMA's footprint within Florida state agencies and legislative bodies.


Leverage established relationships with key legislators, policymakers, and agency leaders to position WRMA strategically in the Florida market.


Actively monitor legislative sessions, state budgets, policy changes, and agency initiatives to identify and prioritize high-value opportunities.


Collaborate closely with internal proposal teams, subject matter experts, and senior leadership to prepare and deliver competitive proposals and presentations.


Drive end-to-end capture management, from early identification of opportunities through bid submission and post-award support.


Represent WRMA at key Florida networking events, legislative hearings, and industry forums.



Qualifications:

Minimum 7+ years of direct experience in capture management, business development, or legislative advocacy specifically within the State of Florida.


Strong, existing relationships with Florida state legislators, government officials, agencies, and key stakeholders.


Demonstrated history of winning government contracts or securing funding initiatives through proactive capture strategies.


Exceptional communication, negotiation, and interpersonal skills.


Proven strategic thinking with the ability to quickly adapt to the evolving political and legislative landscape.


Bachelor's degree in Business, Public Administration, Political Science, or a related field preferred.
