Planning, Budget & Mgmt. Coordinator-DOE Position #48000740 Salary
Range: 52,000 - 56,000 Planning, Budget & Mgmt. Coordinator + Must
be productive under tight timeframes, balance multiple and

performance sometimes under stressful conditions. + Must interact
courteously with others. + Performance and behavior must
demonstrate consideration of the workload concerns of others and
must not negatively affect productivity and morale of the unit. +
Consults and advises Florida college presidents and chief
management personnel as to proper procedures and systems in the
area of business services including interpretation of State Board
of Education Rules, Florida Statutes, Department policies, and
general accepted business practices. + Directs and supervises the
program activities required of the Business Services Section of the
College Budget Office including aiding, leadership, and guidance to
the individuals at the Florida college level in implementing laws,
rules, regulations, policies, and procedures in the areas of human
resources, student fees, purchasing, bidding, transfers, leases and
contracting. + Consults with college personnel including
presidents, deans, business officers and accounting personnel,
aiding, resolving problems and implementing accounting and
business-related procedures in the colleges. Serves on
administrative and financial survey teams appointed as needed to
study and evaluate organization, procedures, and policies of
colleges. + Reviews and recommends appropriate changes in laws and
rules relating to the improvement of business service functions.
Prepares bill analyses on proposed legislation concerning Florida
colleges. + Reviews procedures and reports periodically to ensure
conformance with existing laws, rules and policies and assists in
formulating policies consistent with a sound financial management
system in the colleges. + Provides liaison and coordination with
other divisions of the Department of Education and other
departments of the State in matters relating to budget planning for
Florida college programs. + Coordinates with and assists the
standing committees of the Florida College System Council of
Business Affairs; serves on national and regional committees
related to business management, financial planning for institutions
of higher education, and various inter-divisional and Department
committees and task forces. + Coordinates with the Council of
Presidents Funding Committee in the maintenance and implementation
of the Community College Program Fund model. + Completes data
updates of funding model as needed. Prepares updates to the
"Funding Model Resource Allocation" handbook as needed. +
Supervises the development of forms and instructions to the
colleges for the preparation of the annual operating budgets and
directs the review of the budgets and budget amendments making
final decisions on approvals and disapprovals. + Coordinates the
Dr. Philip Benjamin Matching Program for Florida Colleges. Prepares
estimates and final reports of the private contributions. Maintains
the history of the matching programs. Prepares and presents
materials for statewide and departmental meetings. Provides
information to private certified public accounting firms regarding
preparation of the colleges' foundation audit reports. + Serves on
special task forces and interdepartmental committees of the
Department of Education; serves on national and regional committees
related to business and financial management. + Supervises the
development of forms and instructions to colleges for the
preparation of the Florida College System Cost Analysis Report.
Reviews and validates college submissions and compiles college data
into statewide summaries. A report of the activity is disseminated
to each college president, business officer and the Commissioner of
Education. + Assist with the development of forms and instructions
to the colleges for the preparation of periodic financial reports
and assists with the review and compilation of the reports into
statewide summaries. + Assists the Director in the development and
preparation of the Legislative Budget Request requiring knowledge
of the state budgeting guidelines and procedures and the
Legislative Appropriations System/Planning and Budgeting Subsystem
(LAS/PBS). The employee must be able to enter the data and required
justification and balance the exhibits and schedules which make up
the budget request. + Cooperates with other office staff in
preparing and disseminating financial information to Division of
Florida College staff, the State Board of Education, the Department
of Education, the Legislature, and other persons and agencies
outside the Division. + Attends meetings and makes presentations on
assigned issues which are part of the Business Services function.
Maintains historical data files. + Performs other specifically
assigned duties and special projects. + Attendance at work is an
