FacilitiesDivision of Real Estate Development and ManagementState
of Florida Department of Management ServicesThis position is
located in Tallahassee, FL.Position Overview and
Responsibilities:The primary functional activity and responsibility
is to provide direct supervision to the Facilities Managers
assigned to the CCOC facilities managed by DMS. This individual
will ensure proper logistical support for maintenance, repair and
renovation requests from state agencies housed within these
facilities. This position will also coordinate budgeting and
accounting matters with the appropriate bureaus budget and
management staff.Duties
- Managing and directing the activities of all facilities managed
by DMS located within the Capital Circle Office Center east and
west complex, Emergency Operations Center, and the First District
Court of Appeals.
- Monitoring and maintaining budget for these facilities and
working closely with other managers in the division in coordinating
construction repair and renovation projects.
- Reviewing requests from agencies housed in buildings under the
jurisdiction of the Department of Management Services, for
partition changes and additional electrical requirements to assure
those changes do not interfere with the balance of heating and/or
air conditioning systems, electrical systems and to assure that
changes do not conflict with the State Fire Marshall's rules and
regulations.
- Making periodic inspections of buildings and grounds,
renovations, furnishings, maintenance equipment, mechanical and
electrical equipment to assure they are maintained in proper
condition.
- Reviewing, revising or establishing new methods and procedures
concerning maintenance programs carried out by the division.
Organizes and participates in maintenance workshops and related
conferences; assists in defining scope of services for outsourced
services.
- Assisting in developing procurements, gathering information,
evaluating proposals, negotiating and managing contracts.
- Procuring labor and materials using DMS issued Purchasing Card
and following DMS and state guidelines for the procurement of
services and materials.
- Maintains positive tenant relations in person, in writing, and
verbally that aligns with the Department's customer service
values.The incumbent in this position is responsible for managing
emergency response during and after scheduled work hours. The
incumbent is responsible for coordinating the work activities of
subordinates, contractors and other assigned trades who respond to
after-hours emergencies. The incumbent is responsible for
monitoring and reporting the materials and labor costs associated
with emergency response activities. Participate in emergency
response as required.SupervisionIncumbent provides general
administrative duties including the writing of employee performance
evaluations and review of work-related performance. Addresses
employee performance issues promptly and uses corrective action to
resolve performance problems. Recommends disciplinary action if
necessary and provides recommendations for training and continued
education. Works with Division Human Resource officer to document
performance related issues. Performs employee Performance Planning
and Review within designated time periods in accordance with DMS
procedures. Supervises subordinates, reviews and approves time
sheets, purchasing card procurement documentation. Trains and
evaluates employees on job safety awareness, hazardous materials,
proper care and use of equipment, periodic review of policies and
procedures to reinforce DMS directives and policies. Ensure
subordinates receive the required training when appropriate
approvals and funding have been acquired. Provides appropriate
documentation for the Central office personnel office and other
agency offices as required. Ensure leave requests are submitted and
approved in accordance with established DMS rules and
procedures.Perform other duties as assigned by supervisor and keep
supervisor informed of potential issues.Knowledge, skills and
abilities, including utilization of equipment, required for the
position:
- Knowledge of the procedures and methods used in physical plant
maintenance and repair, building construction or maintenance or
grounds maintenance.
- Knowledge of safety procedures.
- Skilled in using tools appropriate to the assigned areas.
- Ability to utilize problem solving techniques.
- Ability to understand and apply applicable rules, regulations,
policies and procedures.
- Ability to prioritize workload.
- Ability to manage a maintenance and construction program.
- Ability to establish and maintain effective working

- Ability to plan, organize and direct program activities.
- Ability to supervise the application of newly marketed building
products.
- Ability to research and understand new technology pertaining to
building construction.

Empowerment, Excellence, Accountability, Teamwork.Minimum
Qualifications:
- Minimum of 7 years' experience managing commercial
facilities.
- Minimum of 5 years' experience supervising employees.
- Minimum of 5 years' experience managing service contracts;
custodial services a plus.This position requires:
- Must be physically able to climb multiple flights of stairs,
climb a ladder, reach overhead, work from heights, bend at the
waist, kneel and crouch, and be able to work near loud noises and
electrical equipment, and work in basements, tight spaces, and on
rooftops.
- Prolonged periods of sedentary work which involves sitting most
of the time and repetitive motion.
- A valid driver's license is required.
