Summary of Duties: This is a technical and professional position in the Watershed Services Program (WSP) in the Division of Environmental Assessment and Restoration (DEAR). The position is responsible for providing technical and scientific expertise to aid in the management and evaluation of monitoring data from the State's water resources, and to support the data management needs of DEAR. The position requires knowledge of advanced data management concepts and software to facilitate managing and evaluating data. Travel is required. Specific duties include: Utilizing knowledge of environmental issues and concerns, act as a Data Provider Coordinator for the Department of Environmental Protection (DEP). Work with water quality monitoring agencies and Data Providers in assigned areas of the state (e.g. DEP Districts) to facilitate loading of data to DEAR's environmental databases, principally the Watershed Information Network (WIN) or its successors. Coordinate with DEAR programs, other department divisions, programs or sections, the Water Management Districts, and other data providers and data users to train and assist them to load high quality environmental data to and retrieve it from DEAR's environmental databases. Construct, maintain, and train on new processes and procedures for data maintenance, migration, and quality assurance. Implement and maintain the department's WIN data management system (or successors) by providing necessary training, participating in workshops with the user community, developing and maintaining user guides, system process standard operating procedures, and other materials, as needed. Coordinate with DEAR's programs, including those for standards development, the Impaired Waters Rule, Total Maximum Daily Loads, Basin Management Actions Plans to provide data management support, as needed, relative to WIN or its successors. Assist in the planning, development, and implementation of database management projects for DEAR, as required by your supervisor, WSP Administrator, or the Division Office. Assist department and external data consumers with WIN or Florida STORET (or their successors) database related inquiries. Investigate questions regarding data in WIN or Florida STORET (or their successors) and work with appropriate staff and data providers to resolve identified data anomalies. As needed, participate in cross-training with other WIN coordinators and provide support on activities and responsibilities, including but not limited to data loading to the U.S. EPA Water Quality Exchange (WQX), STORET Public Access (SPA) related issues, data quality assurance issues. Participate and work effectively as a leader, facilitator, or member of department, division, program, or approved teams. Teams will be created as needed to facilitate completion of tasks related to DEP's or DEAR's priorities, to improve the effectiveness of the operation of WSP or DEAR, or to resolve process or work problems. Assist with contracts as required by above duties. Prepare oral and written reports as needed. Participate in training for this position, as required by Section, Program, DEAR, or DEP. Perform other duties as required. Knowledge, Skills and Abilities (Essential): Knowledge of relational database structure and management concepts; Knowledge of and ability to proficiently use MS Excel and MS Access; Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences; Ability to train database users effectively and answer questions clearly either via presentations or one-on-one; Ability to troubleshoot system issues; Ability to evaluate, analyze, and interpret scientific or technical data; Ability to deal with the public in a tactful and courteous manner; Ability to work independently, make decisions, and solve problems effectively using critical thinking skills; Ability to establish and maintain effective working relationships with others; Ability to plan, organize, prioritize, and coordinate work assignments; Ability to communicate clearly and effectively verbally and in writing; Ability to complete assignments on time; Ability to travel and maintain a valid driver's license. Knowledge, Skills and Abilities (Preferred): Knowledge of and ability to proficiently use Oracle, SQL, and/or PLSQL; in particular, experience with SQL is highly preferred; Knowledge of and ability to proficiently use Visual Basic; Knowledge of Laboratory Information Management Systems (LIMS); Knowledge of environmental water chemistry; Knowledge of data collection and analysis principles and procedures; Experience and skill in communicating with others on technical/data management issues.
