General Description of Duties

GENERAL DESCRIPTION OF DUTIESThis position serves functionally within the Management Information Services' (MIS) Systems Team supporting server and systems infrastructures. This position may provide backup systems administrator for the GIS Enterprise, including support of ArcGIS Server and ArcGIS Portal. These applications provide essential system core capabilities for County government agencies as well as the public and business development of the Leon County community. GIS aspects also serve the City of Tallahassee users. Work involves designing, configuring, managing and administering systems within a wide area network of file and application servers, enterprise applications, switches, routers, including authentication and security systems to assure proper file server security and performance in support of the achievement of business requirements in coordination with a team leader or supervisor. Work also involves performing network systems recovery and determining the cause of failure. Other duties include research, design, documenting, and modifying system specifications throughout the production life cycle. ESSENTIAL DUTIESStrategy & PlanningAs a project team member, collaborate with IT & GIS management in conceptualizing and development of new infrastructure and systems Analyze and assess existing infrastructure systems and procedures under direction of their supervisor or other Systems staff for complex processes. As a team member, assist in defining, developing, and documenting complex infrastructure requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments. Assist in defining and managing infrastructure implementation project plans, including scoping, scheduling, and implementation. Research, identify, and analyze requirements of all internal and external program users under direction of the supervisor. Acquisition & DeploymentUnder direction of team leader(s) and/or supervisor, conduct research on emerging infrastructure and operating system products, solutions, and standards in support of procurement and development efforts. Under direction of team leader(s) and/or supervisor, collaborate with vendors for efficient implementation of new infrastructure products or systems and for resolution of any adaptation issues. Under direction of team leader(s) and/or supervisor, recommend, schedule, and perform infrastructure improvements and upgrades. These duties occur in a variety of complex enterprise environments that support multiple functions and multiple users. Operational ManagementResponsible for most aspects of systems management and administration for one or more server infrastructures to assure proper file server security and performance. Specifically: Microsoft, Linux, and VMWare and/or Visualization system. Primary responsibility for systems application support and maintenance for one or more applications, specifically: Email, Storage Area Networks, Backup Recovery Systems, Mobile device management, Computer Systems management, and virtualized systems. Emergency Medical Systems technologies, Visualization system technologies, Emergency Operations Center , or GIS server technologies. Collaborate with network administrators, systems analysts, and software engineers to assist in resolving problems with infrastructure products or operating systems. Consistently write, translate, and configure system applications and infrastructure scripts to operate in a complex wide area network and multi-layered infrastructure. Write/script code, configurations, reports to enhance functionality and/or performance of systems as necessary. Design, run and monitor systems performance tests on new and existing infrastructure for the purposes of correcting errors, isolating areas for improvement, and general debugging. OTHER IMPORTANT OR MARGINAL DUTIESCoordinates with the Network Team to plan, design, and implement future telecommunication system modifications with the appropriate hardware and/or software to meet network and user needs. Works with other teams to accomplish mission of GIS, OIT, the Interlocal and the Board. Collaborate with team in the administration of TLC GIS's ArcGIS Online organizational site. May attend professional meetings, workshops and seminars related to GIS. May attend training classes and conferences that aid in the enhancement of GIS application development and maintenance. DIFFICULTY Independent judgment must be applied to quickly and accurately resolve a wide range of technical issues. Employee must have the ability to perform with little or no supervision as well as make decisions that affect a large number of users. Systems supported by this position may be critical and time sensitive. RESPONSIBILITY:Supervision ReceivedSupervision is received for direction of job assignments, prioritization of work, and for management of projects for achievement of desired results and conformance to departmental and industry standards. Direct assistance in the accomplishment of goals may be provided, as required. Supervision of OthersNone. INTERNAL AND EXTERNAL CUSTOMER CONTACT Considerable internal customer contact that involves restoring operations and access to computer systems or files. EQUIPMENT AND TOOLS USEDPersonal computer, word processing software, spreadsheet software, database software; and specialized software are examples of equipment and tools used. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is mainly performed indoors. Physical demands include, but are not limited to, standing, walking, and sitting. KNOWLEDGE, SKILLS AND ABILITIESKnowledge of various operating systems, data communications protocols, cyber security, virtual environments. Skilled in Microsoft Server platforms, systems administration, and network protocols. Technical problem solving skills, good technical team mate, self-starter, work independently, tactful and clear communications with peers of varying technical expertise both verbally and in writing. MINIMUM QUALIFICATIONSRequires graduation from an accredited four year college or university with a Bachelor's degree in Information Technology, Telecommunications, Computer Science, MIS, Engineering, Geography, GIS, or a related field and one (1) year of related technical work experience; or an equivalent combination of training and experience. Must have experience in at least one of the following areas: Virtual Desktop Infrastructure, Linux, Microsoft, Novell (Netware or Linux based) VMWare, Cisco routers and wireless access controllers and authentication servers. Must have some experience in at least two of the following areas: Enterprise software administration and support; enterprise network design; virtualized Systems (desktop or server systems); Anti-virus (Lumension, McAfee); backup Solutions for Servers (Symantec/Veritas) remote Access for Applications ( Citrix), et cetera. Necessary Special Requirements:Must possess a valid Florida Driver's License and have a favorable driving record.The following certifications are preferred: Microsoft Network Operating System Administration, Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Administrator or Network Professional or Network expert (CCNA, CCNP, CCNE), Avaya Certification, Security +, Network +, Certified Information Security Professional (CISSP), GIS certification, ESRI system certification.All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE).
