*3.1 Duties and Responsibilities*

Duties assigned will depend on the skills and abilities of the consultant, the needs of the Department, and include but are not limited to:

3.1.1 General Activities:

3.1.1.1 Work closely with Program staff and other consultants to understand the functional and technical business requirements that drive the analysis and design of the Program System(s) technical solutions while preserving quality.

3.1.1.2 Help ensure the Program system(s) technical solutions align with the Department's business and IT strategies and comply with architectural standards.

3.1.1.3 Assist team leads by providing orientation to new consultants as appropriate. Orientation may include instruction regarding Enterprise Systems Support Process organizational structure, preparation of timesheets, configuration processes, use of the release calendar, Design, Development, and Implementation plans, test strategy overview, acceptance test procedures, operational procedures and Accelerated SAP (ASAP) methodology.

3.1.1.4 Act as liaison between technical staff, external business partners, Program staff and others.

3.1.1.5 Share software application knowledge with Program staff, and

3.1.1.6 Identify and record data anomalies lists, as assigned, to assist in data cleansing processes.

3.1.1.7 Meet with the ESSP Process Manager, Program Contract Manager, and/or designated staff to discuss the status of assignments and address any concerns, on an as needed basis, but at least semi-annually.

3.1.1.8 Maintain a daily log of activities worked using the Department's project management tool. Activities in the project management tool correlate to specific contract job duties.

3.1.1.9 Respond to Department inquiries and requests by the next business day.

3.1.1.10 Provide assigned work effort results to the ESSP Process Manager or as directed.

3.1.1.11 Communicate with the ESSP Process Manager or designee and/or Program Contract Manager in writing about any concerns or information of relative significance.

3.1.1.12 Complete all assignments as directed, within specified timeframes in a satisfactory manner as determined by the ESSP Process Manager and/or other designated Child Support Program staff.

3.1.1.13 Ensure each Consultant has access to private secure internet and telephone (land or mobile) service, that enables them to perform their duties from home, as required (monitoring, emergency, etc.).

*3.1.2 Preparation Activities*

3.1.2.1 Responsible for solidifying design, development, and implementation and ensuring that all key stakeholders are involved in the planning phases.

3.1.2.2 Coordinate with the Operational process and Enterprise Systems Support Process Management Group (ESSPMG) to select proper resources.

3.1.2.3 Establish and perform ongoing maintenance of a folder structure for all documentation, and

3.1.2.4 Create Design, Development, and Implementation schedules, including time frames, resources, dependencies, and milestones, listing a minimum of the 5 ASAP methodology tasks.

*3.1.3 Business Blueprinting*

3.1.3.1 Perform the overall establishment of Business Blueprinting, including the review of new business needs against the existing process and to determine the gaps between the two.

3.1.3.2 Perform analysis of how existing system functions work, comparing them to how SAP can or will support the desired functionality resulting from the proposed enhancement, in addition to any interfaces or existing systems or modules that may require modifications to support the enhancement.

3.1.3.3 Collaborate with the Operational Process to review existing business requirements with new business requirements and modifying or adding new requirements as approved by the Operational process.

3.1.3.4 Ensure all high-level business requirements are refined into discrete measurable system requirements.

3.1.3.5 Coordinate and participating in Fit/Gap Analysis sessions, and documenting the results of the analysis sessions, to include the determination of the type of technical solution required to realize the business requirement(s).

3.1.3.6 Assist Operational Process with the development of process flow diagrams.

3.1.3.7 Make recommendations toward the development of new code or the reuse of existing code and configuration changes.

3.1.3.8 Ensure modifications conform to the Program System(s) business requirements and operations.

3.1.3.9 Develop requirements documents that identify and document the business requirements and objectives for initiating software modifications to the Program System(s).

3.1.3.10 Serve as part of a team or as a team lead.

3.1.3.11 Review and make recommendations to Program management regarding the technical solutions proposed by programming staff for enhancements to the CAMS System.

*3.1.4 Realization Activities*

3.1.4.1 Ensure system documentation, including functional and technical specifications, as well as configuration items are updated or created to reflect the new/enhanced functionality.

3.1.4.2 For configuration only design, the Quality Assurance Analyst (QAA) will ensure the configuration of the system is performed.

3.1.4.3 If custom coding is required, the QAA will assist in ensuring Operational and Functional staff work with the SAP trained staff as they build the ABAP or other custom code to support the design, as well as security staff and org model staff to implement needed changes to support the design.

3.1.4.4 Ensure all unit, integration, and acceptance testing occurs according to the accepted procedures described in the CAMS Master Test Plan performing testing of the program software. Developing all required test documents (test strategies, test scenarios, test scripts and test result matrices).

3.1.4.5 Ensure all test artifacts developed establish and maintain requirements traceability from the original source through development, deployment, and production implementation.

3.1.4.6 Ensure that the system meets federal certification guidelines in accordance with the U.S. Department of Health and Human Services, Administration for Children and Families Automated Systems for Child Support Enforcement Guide.

3.1.4.7 Review design documents to validate the technical accuracy of the documents and define acceptance test criteria.

3.1.4.8 Participate in component and data architecture design, performance monitoring, product evaluation, and buy vs. build recommendations.

*3.1.5 Final Preparation and Production Implementation Activities*

3.1.5.1 Ensure the development of a final preparation plan outlining all tasks to be performed to implement the solution in production. The plan must include all aspects of the implementation, including security, Organizational Model and tasks performed outside of the system, such as roll back plan, training, and communication plan. These activities are performed prior to the implementation.

3.1.5.2 Support activities associated with training of the software enhancement.

3.1.5.3 Ensure all tasks in the project schedule have been completed.

3.1.5.4 Ensure all documentation needed to support transports to production are complete and provided to appropriate personnel.

3.1.5.5 Ensure upon release to production, that validation of the processes, features, and other components impacted has been performed. Findings are reported to proper personnel, and that any warranty items identified are triaged to determine if rollback is needed. Monitor the enhancement in production.

3.1.5.6 Ensure all warranty items are corrected, tested, and moved to production in accordance with established protocols.

*3.1.6 Quality Assurance Activities*

Deliver quality process to technical staff and act as an internal quality consultant. Quality process refers to the actual process that must be followed to produce a product from building the requirements through testing and implementation.

*3.1.7 Maintenance and Support Activities*

3.1.7.1 Monitor and analyze assigned programs and interfaces in Production to ensure the programs processed properly and to check for possible system anomalies.

3.1.7.2 Monitor and analyze non-Service Desk requests, supervisory assigned system problems in production to determine if a training issue, user error, or system problem exists.

3.1.7.3 Analyze and clear assigned Service Desk Incidents and Service Requests per the established CSP service level agreement with ISP. Analyze the tickets to identify root causes, either training issues, user error, or programmatic issues.

3.1.7.4 Schedule CAMS system utility programs when needed to correct data issues, following the Information Systems Program (ISP) and ESSP Standard Operational Procedures.

3.1.7.5 Analyze/Triage and evaluate incident reports for system enhancements, and defects. Determine high level scope of incident. Make "Priority" recommendations and system recommendations for development to the Operational Process.

3.1.7.6 Assist Operational Process in establishing prioritized list of defects and enhancements through developing high-level impact analysis associated with item.

3.1.7.7 Work with appropriate technical and operational staff to assess effort required to address problem.

3.1.7.8 Update the software incident reporting database with all required information according to the Incident Management Standard Operating Procedure.

3.1.7.9 Research problems or potential problems, and gather information on outbound and inbound forms with varying levels of detail and time spans, and

3.1.7.10 Supply detail analysis and or spreadsheets of data to the requestor.

*3.2 STAFFING REQUIREMENTS*

*3.2.1 Required Experience*

3.2.1.1 Three (3) years of work experience in requirements analysis, systems analysis, design, development, scripting and user acceptance testing; and

3.2.1.2 Two or more years of experience working with Child Support systems or SAP systems; and

3.2.1.3 Three (3) years of experience managing or leading projects, including utilizing project management tools.

*3.2.2 Desired Experience*

The following experience is desired, but not required for all Quality Assurance positions:

3.2.2.1 Experience facilitating meetings

3.2.2.2 Experience performing configuration in SAP

3.2.2.3 Experience performing SAP GAP analysis

3.2.2.4 Experience preforming Business Blueprinting

3.2.2.5 Experience performing SAP system requirements analysis

3.2.2.6 Experience performing SAP root cause analysis

3.2.2.7 Experience Conducting Joint Application Development sessions

3.2.2.8 Experience in project management

3.2.2.9 Experience in schedule development and identification and assignment of resources to project.

*3.3 KNOWLEDGE, SKILLS & ABILITIES*

*3.3.1 Required Knowledge, Skills, and Abilities*

All Quality Assurance positions must have sufficient knowledge, understanding and experience with SAP products to provide functional/technical assistance with the operation and maintenance of the CAMS system.

*3.3.2 Desired Knowledge, Skills, and Abilities*

3.3.2.1 Ability to configure the CRM, ERP Central Component (ECC) and Business

Intelligence (BI) modules.

3.3.2.2 Ability to perform analysis by researching within the SAP applications and ABAP code.

3.3.2.3 Consulting skills with an ability to analyze the Department's business requirements, needs, objectives, and map them to best practices as embodied in SAP CRM and SAP ECC.

3.3.2.4 Ability to translate business requirements into specific process improvements along with any/all measurable benefits.

3.3.2.5 Ability to conduct gap analysis and strategic blueprint development.

3.3.2.6 Ability to analyze business problems from both a qualitative and quantitative perspective.

3.3.2.7 Ability to troubleshoot problems within the application and do root cause analysis to implement fixes.

3.3.2.8 Ability to analyze software application performance and to provide recommendation for improvement.

3.3.2.9 Ability to review SAP software upgrades and related documentation and provide impact analysis for the implemented processes.

3.3.2.10 Ability to support implementation of OSS notes

3.3.2.11 Ability to provide ad-hoc requests for data.

3.3.2.12 Knowledge of data resource management principles and techniques including data administration, data modeling, entity-relationship modeling, data definition, and data dictionaries.

3.3.2.13 Knowledge of data-oriented business rule administration.

3.3.2.14 Knowledge of methods of data collection and analysis

3.3.2.15 Experience with SAP Middleware with regards to data flow from one SAP component to another

3.3.2.16 Ability to understand and perform development testing on related tasks associated with data migration and cleansing.

3.3.2.17 Ability to identify and resolve data flow and content issues.

3.3.2.18 Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to improvement of operational and management practices.

3.3.2.19 Ability to organize data into logical formats.

3.3.2.20 Ability to generate briefing papers, issue papers, other management reports, and presentations (i.e. Power-Point), when required.

3.3.2.21 Knowledge, understanding, and experience with data integrity, data base construction, data management and data analysis and data cleansing principles and practices.

3.3.2.22 "Subject matter" knowledge of communications planning and execution.

3.3.2.23 Knowledge of Microsoft Word, Excel, Access, PowerPoint.

3.3.2.24 Ability to conduct fact finding research.

3.3.2.25 Ability to plan, organize, document, lead and facilitate meetings and follow-up activities.

3.3.2.26 Ability to plan, organize and coordinate work assignments.

*3.3.3 Education/Certifications*

3.3.3.1 Education - The consultant must have a bachelor's degree in Computer Science, Management Information Systems (MIS), or other related field or possess equivalent work experience of one (1) year system's experience for each year of education, or one (1) year of data management experience for each year of education.

3.3.3.2 Certification - Project Management Professional certification issued from the Project Management Institute is desired, but not required, for the single Quality Assurance position.
