This is a professional position in the Nutrition Section of the
Bureau of WIC Program Services. The employee in this position
provides highly technical public health consultation to county
health department directors/administrators, physicians, other
public health nutritionists, nurses and others regarding the
provision of services through the Special Supplemental Nutrition
Program for Women, Infants, and Children (WIC) throughout the
state. The position is 100% supported by the federal WIC grant and
the incumbent is responsible for the following tasks:
Provides quality assurance and quality improvement evaluation of
the nutrition component of statewide WIC nutrition programs.
Performs on-site regulatory monitoring and technical assistance
reviews of local WIC agencies in order to ensure compliance and
quality in the areas of certification, nutrition risk assessment,
nutrition education, breastfeeding and efficient clinic operations.
Prepares reports describing in detail results of monitoring and
technical assistance visits to local agencies. Assists local
agencies in the development of plans of corrective action and
ensures corrective action is implemented in areas determined to be
deficient during on-site monitoring reviews. Conducts on-going desk
top reviews and discussions with the local agencies regarding
indicators and areas where on-going assistance is needed.
Manages the procurement of the special nutritional products and
formulas for the WIC Program. Assists Purchasing with preparation
of competitive procurement documents to secure a departmental
contract for special nutritional products. Develops requisitions
for WIC to purchase off the departmental contract, approves
invoices, coordinates activities with fiscal and purchasing staff,
and with representatives of formula or nutritional products
companies. Compiles, tracks, and assesses the costs and usage
levels for the special formula products for management purposes.
Coordinates with the Medicaid Program, especially private Medicaid
providers, regarding authorization and provision of special
nutritional formulas or products for Medicaid eligible clients.
Assists local agencies in monitoring this program and in developing
and implementing corrective action plans and strategies when
necessary.
Revises formulary and formula reference guide to keep up-to-date
with formula and policy changes. Prepares memos and correspondence
on formulas. Develops, maintains, and revises direct distribution
information for the statewide FL-WiSE system, and provides updates
to the FL-WiSE Clinic user guide. Approves foods to be added to the
Florida WIC Approved Product List.
Provides and/or coordinates technical assistance, training, and
guidance to local and state agency staff in various areas of
program operations through formal training sessions, on-site
visits, correspondence, or via the telephone. Provides technical
nutrition support to local agency nutritionists who counsel high
risk clients on the development of nutrition care plans, nutrition
education services, and the usage of infant formulas and
WIC-eligible nutritionals. Provides consultation on nutrition
issues as needed.
Writes and reviews reports, correspondence, policies, procedures,
standards and other written materials as required. Provides
information and/or data for the development of the WIC State Plan
of Program Operations, WIC Procedure Manual, and FL-WISE training
modules. Problem solves/tests issues related to FL-WiSE data system
screens and provides input and/or data for other areas of these
documents as assigned.
Provides oversight to the statewide paraprofessional program
operated by local WIC agencies in order to ensure compliance with
federal and state standards, policies, procedures, and protocols.
Serves as the Bureau's liaison with the Dietetic and Nutrition
Practice Council.
Develops nutrition education resource and training materials.
Selects, develops, or updates and evaluates staff resource and
client-oriented nutrition education materials. Assists in
coordination of nutrition teleconferences and webinars for
headquarters staff. Inputs continuing education credits into
automated Florida licensure tracking system (CE Broker).
Utilizes the agency data collection and reporting system to
document, evaluate and monitor WIC nutrition program activities and
outcomes and design and implement system changes and enhancements
where necessary. Assists in testing FL-WiSE issues.
Serves as a liaison with other departmental programs and other
agencies to coordinate and evaluate WIC services. Participates on
work teams or committees to review, analyze or solve operational,
programmatic or nutrition related issues.
Maintains and improves professional knowledge and skills through
participation in staff meetings and staff development
activities.
Performs other related duties and responsibilities as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of: the current science and practice of nutrition and
dietetics and standards of practice in public health; the concepts
and theories of nutrition and dietetics as they relate to growth,
development, health and disease; nutrition and dietary assessment
techniques; organization of health resources to maintain, protect,
promote and improve the health of the community; cultural/ethnic
eating behaviors of various Florida population groups and how it
affects their nutritional status; human behavior and techniques for
modifying it; available educational resources; recruitment sources
for nutrition personnel; WIC regulations and policies.
Skill in: the use of computers and standard software programs;
public speaking and communicating technical information at
appropriate levels to different audiences.
Ability to: write measurable health and nutrition-related standards
and objectives; assess needs for continuing education of
nutritionist and other public health personnel; train
professionals/paraprofessionals in nutrition-related areas; develop
nutrition training materials for professionals, paraprofessionals
or clients;understand and apply applicable rules, regulations,
policies, and procedures; think critically; compile, organize,
analyze and evaluate data; organize data into logical format for
presentations, reports, and documents; develop reports, manuals,
policies and procedures; review data for accuracy and completeness;
develop objectives, strategies, plans and effectively implement;
review and evaluate plans, processes and programs to diagnose
problems, identify improvements or adjustments needed to ensure
program effectiveness and efficiency; implement corrective actions
and evaluate the results; present negative findings in an effective
manner; conduct basic research; utilize problem solving techniques;
provide consultation and expert advice; plan, organize, prioritize
and coordinate work assignments to ensure timely completion of
quality, accurate work products; communicate effectively, verbally
and in writing, with emphasis on communicating scientific
information at levels of understanding appropriate to different
audiences; establish and maintain effective working relationships;
and work independently.
Qualifications:
Required - Florida licensure as a Dietitian/Nutritionist required.
This position requires that the incumbent meets the requirements
outlined in Chapter 468, Part X, Florida Statutes, or be eligible
to practice dietetics in accordance with Chapter 64B8-40 to 45,
Florida Administrative Code.
Preferred - A Master's degree in public health nutrition, dietetics
or food and nutrition preferred. Registration as a dietitian as
defined by the Commission on Dietetic Registration preferred.
Public Health and/or WIC experience at a local or state agency
preferred. At least three (3) years of professional experience in
public health nutrition preferred.
