Salary: $39,790.40 - $71,136.00 Annually Initial salary may be up to 15% above the minimum salary based on verified related education, experience, and training above the minimum requirements.General Description of Duties This is advanced and highly independent work reviewing building plans for compliance with various codes and ordinances.---------------------------------------------------------------------------------------------------------------------------------------------- -- NOTE:-- --The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.-- The Job Description Questionnaire (JDQ) reflects a more detailed description of the position. --Neither the job description nor the JDQ constitutes an employment agreement.-- Both are subject to change as the needs of the County and requirements of the job change. -- ESSENTIAL DUTIES Provides comprehensive examination of manufactured housing, swimming pool, residential and commercial building plans for compliance with all applicable building-related codes and ordinances. Ensures residential and commercial building plans meet all applicable fire, energy, and accessibility codes, manufactured housing ordinance and wind load requirements. --Reviews soil analysis to verify foundation is adequate. Verifies flood elevation certifications and determines if flood relief openings are required per FEMA regulations. Reviews building plans to ensure building separation and zoning compliance. Provide detailed deficiency letters citing code sections for commercial review. -- Provides comprehensive review of residential and commercial building plans to ensure compliance with the National Electrical Code. Verifies appropriate locations for smoke detectors, electrical outlets, light fixtures, and circuit interrupters. Ensures the installment of required small appliance circuits, grounding electrode conductors, overcurrent protection and feeder and branch circuits. Reviews writing methods and materials to ensure compliance. -- Provides comprehensive review of residential and commercial building plans to ensure compliance with the Florida Building Code and Florida Mechanical and Gas Code. Reviews plans to ensure accurate energy calculations, gas pipe sizing calculations, and gas piping riser diagrams. Verifies appropriate HVAC equipment size and location. Reviews plans to ensure adequate exhaust systems, equipment and appliance locations, air duct systems and ventilation systems. -- Provides comprehensive review of residential and commercial building plans to ensure compliance with the Florida Plumbing Code. Reviews plans to verify appropriate location of water heater, plumbing fixtures, and waste piping. Reviews plans to ensure adequate venting requirements, piping support, water supply piping, sanitary drainage, roof drainage and backflow prevention.-- -- Serves as Service Advisor to the general public and construction related professionals to address building plan and building code related inquiries, and input to the Code Enforcement Board. Answers questions from customers (telephone or walk-in) relating to building plans review and Florida Building Code. Provides preliminary project reviews with design professionals prior to permitting, to ensure proper code interpretation and compliance. Provides expert advice as requested for the Code Enforcement Board on minimum housing and building permit compliance issues. -- OTHER IMPORTANT OR MARGINAL DUTIES Maintains files of compliance reports of approved materials, historic code book library, UL listings, ASTM standards and National Fire Codes and Standards.-- --Provides professional support to staff on technical projects; Answers building code related questions for development services and environmental review staff.-- May be required to perform building inspections as necessitated by the work load and determined by eligibility requirements. -- DIFFICULTY-- Use of independent judgment pertains to performance based technical codes that requires a diverse knowledge base to arrive at equitable conclusions.-- The plans examiner is subject to frequent phone calls, staff and public demands and has to refocus to achieve completion of review.-- Problem solving involves working through situations that are multi-faceted.-- Problem solving requires the knowledge of where to look, who to ask, and how to apply the standards. -- RESPONSIBILITY: The position responsibilities are generally defined by codes and ordinance.-- Employee uses judgment in determining how to accomplish the work, seldom receiving guidance from supervisor.-- However, guidance is sought to get official position on interpretation/application of codes, or to resolve conflict in positions on interpretation.-- -- PROJECT CONTROL: Employees in positions assigned to this class have general oversight and approval responsibility of the plan review process.-- They must coordinate the review of the project with other County, State and City regulatory agencies including Environmental Services, Development Services, Public Works, Health Department, Florida Department of Environmental Protection and the Tallahassee Fire Department. -- INTERNAL AND EXTERNAL CUSTOMER CONTACT-- Plans review staff have regular and frequent contact with people within and outside the organization.-------- -- EQUIPMENT AND TOOLS USED Personal computer; electronic document review program (ProjectDox), word processing, spreadsheet, and copy/printing equipment. -- WORK ENVIRONMENT AND PHYSICAL DEMANDS-- Work is performed mainly indoors at a desk in one confined location occasional walking, lifting and reaching. -- KNOWLEDGE, SKILLS AND ABILITIES Knowledge of construction documents.-- Ability to interpret codes, coordinate and work with others to interpret and enforce building code --regulations.-- Ability to communicate effectively, both verbally and in writing.-- Knowledge of notice of commencement requirements on construction sites.-- Ability to use advanced automation systems for the review, entry and tracking of permitting and inspection data.-- Ability to read blueprints and contour maps.-- Ability to lift/carry up to 20 pounds. Ability to push/pull up to 50 pounds. -- MINIMUM QUALIFICATIONS Requires a high school diploma or an equivalent and five years of related work experience in building plans review--and--five years of work experience in--one--of the following areas: electrical, mechanical, or plumbing; or, an equivalent combination of education, training and experience. Five "5" years experience in the electrical or building disciplines is preferred.---- -- Necessary Special Requirements: A valid State of Florida Driver's License Class "E" with a favorable driving record, where appropriate. -- Plans Examiner (Automatic Progression Applies) Requires current Standard Plans Examiner License issued by the Department of Business and Professional Regulation in the field of Building Plans Examiner, plus one of the following: plumbing plans examiner, mechanical plans examiner or electrical plans examiner license, or the ability to obtain a provisional certificate within 120 days of employment for the selected license by meeting one of the following criteria as established by Florida Statute: 1.-- Demonstrates 5 years of combined experience in the field of construction or a related field and experience which totals 4 years, with at least one year of such total being experience in construction, building code inspection, or plans review corresponding to the certification category sought; or 2.-- Demonstrates a combination of postsecondary education in the field of construction or a related field and experience which totals 4 years, with at least one year of such total being experience in construction, building code inspection, or plans review; or 3.-- Demonstrates a combination of technical education in the field of construction or a related field and experience which totals 4 years, with at least one year of such total being experience in construction, building code inspection, or plans review; or 4.-- Currently holds a standard certificate as issued by the Building Code Administrators and Inspectors Board (Board), or a fire safety inspector license issued pursuant to Florida Statutes Chapter 633, has a minimum of 5 years' verifiable full-time experience in inspection or plan review, and satisfactorily completes a building code inspector or plans examiner training program of not less than 200 hours in the certification category sought. The Board shall establish by rule criteria for the development and implementation of the training programs; or 5.-- Demonstrates a combination of the completion of an approved training program in the field of building code inspection or plan review and a minimum of 2 years of experience in the field of building code inspection, plan review, fire code inspections and fire plans review of new buildings as a fire safety inspector certified under s. 633.216, or construction.-- The approved training portion of this requirement shall include proof of satisfactory completion of a training program of not less than 300 hours which is approved by the board in the chosen category of building code inspection or plan review in the certification category sought with not less than 20 hours of instruction in state laws, rules, and ethics relating to professional standards of practice, duties, and responsibilities of a certificate-holder.-- The board shall coordinate with the Building Officials Association of Florida, Inc., to establish by rule the development and implementation of the training program. -- Sr. Plans Examiner Must possess all of the following certifications: plumbing plans examiner, mechanical plans examiner and electrical plans examiner license.
